Cervical stenosis and lower limb spasticity

I am T7 complete with terrible jerky ankle and hip spasms that when start spasm every 20-30 seconds and can last for hours. This even after a Baclofen pump and a dorsal root rhizotomy (DREZ) earlier this year. I also have progressing cervical stenosis at C6-7 level. Can this cause spasms in the lower limbs even if there is a complete injury between the cervical vertebrae and the muscle nerves in the lower limbs? I am searching for an answer why my spasticity has became almost unbearable even after such aggressive procedures.
